CCS Rules Update, February 5, 2010

Performance Management, Corrective Action and Probationary Period

  • Updated rules were approved by the Board of Trustees at their February 5 meeting. A summary of the changes in rules and related processes is available here.
  • Policy and process changes governed by these rule updates will be effective April 1, 2010. The updated policies will be posted on April 1, 2010 on the OHR Policy web site.
  • CCS staff, their managers and all HR professionals will receive e-mail correspondence the weeks of March 1, 15, and 29 regarding the changes.
  • Although we continue to operate under the current rules through March 31, 2010, a copy of the new rules, which will be effective April 1, is available on the CCS Rules web site.

Classification and Compensation

  • We will soon be updating the rules on reclassification and certification; classification program; and payroll and compensation. If you want to provide input as we consider and draft changes, e-mail ccsmodernization@hr.osu.edu and place “Class and Comp” in the subject line. Consider reviewing the current rules (Chapters 51, 55, and 83) before you comment.

Reduction in Work Force (RIF)

  • The new Reduction in Work Force CCS Rules are effective January 1, 2010 and are available here.

CCS Rules Update, November 24, 2009

Performance Management, Corrective Action and Probationary Period

  • We have drafted our proposed revisions to the CCS Performance Management, Corrective Action and Probationary Period rules. Before we drafted them, we solicited input from our CCS Rules Advisory Group (made up of 20 CCS staff with 2 – 32 years of experience) and the HR Policy Review Committee (made up of HR professionals). We did a first draft and then met with both groups again for their feedback. We refined the proposed rules based on their feedback.
  • The draft PM/CA/Prob rules are available here.
  • A summary of what will and will not change is available here.
  • Open forums are scheduled to review and get feedback on the proposed changes from staff. The schedule of open forums is available here.
  • To provide feedback on the proposed changes, you can either attend a forum or send an e-mail to ccsmodernization@hr.osu.edu and place “PM/CA” in the subject line. Consider reviewing the current rules (Chapters 67, 75 & 89), policy 5.10 Probationary Period, policy 5.25 Performance Management and policy 8.15 Corrective Action and Involuntary Termination before you comment.
  • Based on feedback from staff, we will continue to send multiple announcements out, so as to ensure that staff catch at least one of them. You will receive e-mails about this update again on December 11 and 28.

Reduction in Force (RIF)

  • Updated rules were approved by the Board of Trustees at their October 29 meeting. A summary of the changes in rules and related processes is available here.
  • Policy and process changes governed by these rule updates will be effective January 1, 2010. The updated policies will be posted on December 29, 2009 on the OHR Policy web site.
  • CCS staff, their managers and all HR professionals will receive e-mail correspondence the weeks of November 16 (HR professionals and managers), November 30 (CCS staff), December 13, and January 4 regarding the changes.
  • Although we continue to operate under the current rules through December 31, 2009, a temporary copy of the new rules is available here.

Performance Management, Corrective Action and Probationary Period

  • Open forums for the proposed changes to these rules are scheduled for:
    • Tuesday, Dec. 8: 1-2:30 p.m., phone forum for regional campuses & other work locations outside of Columbus locations
    • Friday, Dec. 11: 12-1:30 p.m., 090 Science and Engineering Library
    • Tuesday, Dec. 15: 12:30-2 p.m., 090 Science and Engineering Library
    • Friday, Dec. 18: 2-3:30 p.m., Ross Heart Auditorium.
  • HR professionals, Classified Civil Service staff, and managers of CCS staff will receive an e-mail update in the next few weeks.

Recruitment, Selection, and Appointments

  • Updated rules were approved by the Board of Trustees at their June 5 meeting. A summary of the changes in rules and related processes is available here.
  • Policy and process changes governed by these rule updates will be effective July 10, 2009.
  • CCS staff, their managers and all HR professionals will receive e-mail correspondence the weeks of June 8, 22, and July 7 regarding the changes.
  • Although we continue to operate under the current rules through July 9, 2009, a copy of the new rules which will be effective July 10 are available on the CCS Rules web site.

Reduction in Force (RIF)

  • We are beginning to update the RIF rules. If you want to provide input as we consider and draft changes, e-mail ccsmodernization@hr.osu.edu and place “RIF” in the subject line. Consider reviewing the current rules (Chapters 81 & 89) and policy 9.20 Reduction in Force-CCS before you comment.
  • Although the specific timeframes haven’t been finalized, the public comment period for the RIF rules will most likely be late August/September. CCS staff will be notified of public forums by e-mail and bulletin board/time clock postings.

Performance Management, Corrective Action and Probationary Period

CCS Rules Advisory Group

  • We’ve formed a group to provide initial guidance before we draft rules revisions and then to provide feedback once each set of rules are drafted. They’ve met once and provided advice about the RIF rules. They’ll meet again to provide feedback on the rules, which Human Resources drafted in part based upon their advice.
  • The group is made up of 20 CCS staff members, who range in years of service from 2 years to 32 years. They have a variety of titles and work for a wide variety of academic and administrative departments. Six are members of the University Staff Advisory Committee (USAC).

Modernization of Ohio State’s Rules Governing Classified Civil Service

In December 2006, the Ohio General Assembly passed Substitute House Bill 187, an effort to reform Ohio’s laws governing civil service employment. This Act gives our Board of Trustees the authority to amend provisions of CCS rules governing Ohio State employees. It is our intention that this process of change and modernization be both open and transparent.

More About CCS Modernization

Any changes to our CCS rules must be in context with the guidelines produced by the Inter-University Council of Ohio and carried out in a controlled and incremental manner. The university is committed to working with staff and management in a collaborative and deliberate fashion. Communication and feedback from administration, management, constituent groups, in particular the University Staff Advisory Committee and the general campus community will be critical when considering and making recommendations to the various Board of Trustees for amending these rule and regulations.

We are committed to moving forward in a controlled and incremental manner. We will engage in ongoing communication with OSU staff and leadership along each step of this process, such as:

  • Dialogue with the University Staff Advisory Committee
  • Town hall style meetings, co-hosted by the Office of Human Resources and the University Staff Advisory Committee, to be held for the purpose of getting feedback on proposed CCS rules changes
  • A web page maintained by the Office of Human Resources on their web site as an informational gateway dedicated to issues regarding OSU’s efforts to modernize its classified civil service regulations; to include copies of key documents, announcements of Town Hall forums, frequently asked questions, contact information for further information, etc.
  • Announcements in OSU Today regarding the progress of CCS modernization
